The Thruway board on Monday unanimously approved the $3.9 billion proposal from Tappan Zee Constructors, allowing Thruway chief Thomas Madison to sign an already-negotiated contract with the team. Though the deal still has to pass reviews from the state comptroller and attorney general, it seems clear the project will get underway next year.
